information as to the "selling" of fresh muitsai,
as to the restriction of the personal freedom of muitsai or other women and girls, and as to the
ill-treatment of children, muit sai or not, in order that it may take the necessary proceedings. The Govr., who is keenly interested in the welfare
of the Chinese, is already taking steps towards
the establishment of a society for the Prevention
of Cruelty to Children, to assist in the detection
of cases of ill-treatment.

In brief, effort should be directed not
to the "abolition" of an easily disguised social status, which can only be effectively abolished by the Chinese themselves, but to the prevention of specific abuses, restrictions on the liberty
of women and girls, ill-treatment of children
and servants, etc. whether or not connected with
that social status.
